Terms of use

By using Pamelection you agree to these terms, to our Privacy policy, and to the rules published on the Methodology page. No account is needed to read anything here, and none is being offered yet — so nothing on this page asks you to sign anything. If you do not agree, please do not use the platform.

Pamelection is a free civic platform for Haiti's 2026–2027 elections. Right now it offers four things:

• The learning centre Guides to the electoral system, the offices on the ballot, the calendar and your rights, in French and English, with the legal sources cited.
• “Where do I vote?” A searchable presentation of the CEP's published list of registration and voting centres. It is a convenience layer over official data — the CEP's own publication always prevails.
• The candidate submission portal A form through which campaigns can submit candidate information and supporting material ahead of the public candidate pages.
• Project updates and volunteering An optional newsletter, and a form for people who want to join the konbit.

Predictions, the citizen vote, candidate profiles and the accuracy leaderboard are not open. Where the site describes them, it is describing what is coming, not what exists. It involves no money at any stage: nothing can be deposited, wagered, bought, won or lost. Nothing here is a ballot, a voting channel or an official electoral service — official electoral matters belong to the CEP.

Anyone may read the site. Accounts are not open yet; when they are, they will require a minimum age of 16, one account per person, and no accounts on behalf of an organisation, party or campaign.

The forms that are open carry their own conditions: the candidate submission portal is for campaigns and their authorised representatives, and the volunteer form is for people offering to help with the project. Submitting either on someone else's behalf without their authority is not permitted.

You agree not to:

• Misrepresent who you are. No impersonating a candidate, an official, a campaign or another person — in the submission portal, the volunteer form, or anywhere else.
• Submit information you know to be false. Candidate submissions are verified before publication. Knowingly submitting false information, or forged supporting documents, means the submission is rejected and may be reported to the relevant authorities.
• Attack the platform. No probing, scraping at abusive volumes, circumventing rate limits, or attempting to reach data the platform does not expose.
• Misuse the forms. No automated submissions, no flooding the newsletter or volunteer forms, and no using any form to send unsolicited or abusive content.

Material submitted through the candidate portal is reviewed before anything is published, and material we cannot verify is not published. Submitting does not guarantee publication, and we may decline or remove a submission that fails verification or breaches these terms.

By submitting candidate material you confirm that you are entitled to provide it and that it is accurate, and you grant us the right to store it, verify it, and publish the parts intended for publication. Supporting documents provided for verification are not published. What we do with your personal information is set out in the Privacy policy.

Our guides, charts and explainers may be quoted, shared and republished — including by media — with attribution to Pamelection and, where practical, a link to the site. We do not publish downloadable datasets or a public API today; if we do, the licence and the reuse terms will be stated on this page before anything goes out.

Two conditions. You may not present anything we publish as official electoral information — for voting-centre data in particular, direct people to the CEP's own publication. And you may not strip the context that keeps a figure honest: its date, its source, and any caveat attached to it.

The platform and everything on it are provided “as is”. We work hard on accuracy — legal claims in the learning centre are checked against the published text of the decree and the Constitution, and corrections are documented publicly — but we do not warrant that the service will be uninterrupted or error-free, and nothing here is legal advice.

We are independent: not affiliated with any candidate, party, or the CEP, and nothing on the platform is endorsed by them. Voting-centre listings, dates and legal references reflect official publications at the time we recorded them; the CEP's current publication always prevails.

The platform is opening in stages and we may add, pause or discontinue features at any time — Haiti's electoral calendar itself changes, and the platform follows it.

These terms will be reissued when accounts, predictions and the citizen vote open, because those features add obligations that do not exist today. Material changes are announced on this page with a new “last updated” date, and continued use after a change means acceptance.

To the maximum extent permitted by law, Pamelection and its team are not liable for indirect, incidental or consequential damages arising from use of the platform, from reliance on anything published here, or from decisions of the CEP or any electoral outcome. The platform is free; you use it at your own discretion.

These terms are governed by the laws of the Republic of Haiti. Any dispute that cannot be resolved informally will be brought before the competent courts of Port-au-Prince, Haiti.
